Steam downloads a single file that is 3.9mbs in size. Please someone be able to help me with this, I just bought the game and haven't even been able to play it for a solid 3 minutes.

I also found that sometimes it will work for me (at least in a private match) but when I switch up the details it will "break" again.
This bug is easily reproducible for me - everytime I start "Offline game with bots" on any of workshop maps (tried ak47_training and "Fast Aim/Reflex Training Map") and exit CS: GO, "Validate integrity of game cache" finds some invalid file.
